Internationally renowned business strategy and funding expert Lea Strickland, MBA/CMA/CFM/CBM/GMC, recently led a half day workshop for small business grant recipients and a dozen private sessions with attendees invited by the Center for Innovative Technology (CIT).  The workshop provides a unique, integrated perspective on the strategic and transactional aspects of government funding assistance.<span id="more-1155"></span></p>
<p>The Virginia-based CIT asked Strickland to provide one-on-one counsel on startup and business management issues such as accounting and grant applications to technology-based companies across a wide spectrum of industries such as green tech, defense, biotechnology and life sciences.</p>
<p>“Startup and established companies have challenging choices to make all the time which may have a substantial impact on their business,” Strickland said, adding, “There really is a razor-thin margin of error between success and failure, and business leaders need to be ready to make well-informed and timely decisions on funding, compliance, and the strategic implications accepting government funds have on operations, intellectual property rights, and business processes.”</p>
<p>CIT is a nonprofit corporation that accelerates the next generation of technology, creating new technology companies through capital formation, market development and revenue generation services. <p>According to Strickland, companies dealing with innovative technologies are especially vulnerable to making poor business decisions due to their intense focus on the specific product or service they are developing.</p>
<p>“Many times businesses are spending so much time and money on research and development they neglect business fundamentals to the point where they reach “the valley of death” where funding for product development and commercialization is needed, but funding sources are not available from the government or private sources who want to see the “product” before committing more resources,” Strickland said.</p>
<p>The CIT is one of several nationwide business and technology organizations Strickland works with to advocate creation and implementation an effective business plan, sharing the do’s and don’ts of accounting, finance, compliance and strategy with businesses of all sizes, in addition to how to secure government grants.</p>

<p>Strickland lent her years of expertise in building operations for over 400 domestic and international business clients to the group, which consisted of C-level executives seeking new positions and consultants who have decided to go into business for themselves rather than work for someone else.</p>
<p>“Marketing yourself as a job candidate and positioning yourself as an expert translates well into searching for a new career or starting a business,” Strickland said.</p>
<p>Other issues Strickland addressed included starting a business, protecting one’s brand, and not going against personality type when beginning a new venture.</p>

Internationally renowned business strategy expert Lea Strickland, MBA/CMA/CFM/CBM/GMC, was a featured panelist for the interactive discussion, “Compliance from Day One to Closeout – Fraud, Waste and Abuse” at the National Conference for the U.S. Small Business Administration’s Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs.<span id="more-1142"></span></p>
<p>The compliance panel session, held November 4 in Reno, Nevada, drew a capacity crowd of 200 individuals representing government agencies, service providers, lawyers, state auditors, venture capitalists, lenders, and small  businesses engaged in putting together grant proposals to secure state and Federal monies.</p>
<p>“With the down economy and the established SBIR and STTR programs, as well as the American Recovery and Reinvestment Act (ARRA) and its millions of dollars of stimulus funds, we’ve seen entrepreneurs and business people from every industrial sector under the sun scrambling to secure a share of money,” Strickland said, adding, “Unfortunately, too many don’t understand or address important compliance issues which can results in costly financial and legal ramifications down the road.”</p>
<p>The focus for the businesses, awarding agencies, state advisory groups, and even consultants has previously been on the proposal and getting the funds, Strickland said. Now with a number of fraud and other cases being highlighted in Congressional hearings, there is recognition that the compliance aspects in the proposal, at award, and all the way to the closeout of the project is something that has to be understood and implemented.</p>
<p>According to Strickland, whether it’s ARRA funds, SBIR/STTR monies, or other state and Federal grants, the lure of Phase I grants of $100,000 or more and the rush to develop a product and get it commercialized leads many businesses to ignore compliance issues. These issues include the actual technical capability of a business using its own employees to satisfy proof of concept staffing requirements; building financial and accounting systems robust enough to accurately track, control, and report use of funds in a timely fashion; being cognizant of the impact of terms and conditions of a grant award on the actual spending of the funds; the financial capability of a grant applicant to pay for business costs beyond using grant monies as its only source of funding; and the importance of intellectual property and research documentation and deliverables.</p>
<p>“If a grant proposal is Phase I noncompliant and the applicant does not address the issue, the application can go all the way through the funding process and even into product development before taxpayer fraud is discovered and the entire business fails due to compliance issues,” Strickland said. ”One court case shows that a research company submitted fraudulent proposals and accepted multiple awards for the same work, none of which was actually executed.”</p>
<p>Attendees approached Strickland after the panel discussion with concerns about fully understanding the requirements of the grants they were seeking, specifically with regard to paying enough attention to terms and conditions related to reporting and auditing and overall business management issues. “There were dozens of people having major ‘uh-oh’ moments after the session, realizing that avoiding oversights at the beginning could be critical to their success,” she said.</p>
<p>The four-day 2009 National SBIR/STTR Conference highlighted renewable energy and energy-efficient technologies, as well as many other emerging and existing technologies bringing together Federal agencies such as the U.S. Department of Defense, Health and Human Services, Department of Energy, Department of Commerce, Department of Education, Department of Transportation, National Aeronautics and Space Administration (NASA), the National Science Foundation (NSF), Environmental Protection Agency (EPA), Small Business Administration (SBA), Department of Homeland Security, and the Department of Agriculture as well as other small business experts in early-stage and advanced-stage ventures.</p>
<p>The panel discussion is one of several events Strickland has been involved with in recent months as regional and national organizations look for assistance in helping small businesses through challenging economic times.</p>

Internationally renowned business strategy expert Lea Strickland, MBA/CMA/CBM/CFM/GMC, is busy with educational events this fall, having hosted a recent informational webinar on using the popular accounting software QuickBooks and participating as a featured expert at a grants workshop hosted by the Council for Entrepreneurial Development (CED) in Durham.<span id="more-1098"></span></p>
<p>The Grants Workshop was the culmination of a three-part program produced in partnership between the CED and the Small Business &amp; Technology Development Center (SBTDC). Focused on starting and growing a company via local and federal grant funding, the program provided entrepreneurs with the relevant knowledge and resources needed to connect with local and federal granting sources and prepare a grant proposal. The September 24 session featured one-on-one consulting sessions with expert grant writers and specialists such as Strickland, who answered questions dealing with budgets, indirect rates, commercialization plans and compliance.</p>
<p>“The workshop participants I met with were asking specific questions about how to do business with the funds, what type of funding was available, and how to develop budgets,” Strickland said, explaining, “But really what it all boiled down to was they were looking for advice in building sound business models and implementing successful day-to-day and long-term strategic processes.”</p>
<p>Following on the heels of the Grants Workshop, Strickland hosted the live webinar, “QuickBooks: Company Preferences, Navigation, and Quick Tips” on September 28. Thirty-five registered participants viewed the live event which helped QuickBooks users understand basic process flows, short cuts, and how preferences setup impacts results.</p>
<p>According to Strickland, many small business owners and entrepreneurs have no choice other than to learn to “keep the books” using software like QuickBooks regardless of whether or not they have a strong financial accounting background. Understanding the software to properly run numbers and reports helps sole proprietors and other small business owners more easily understand the results and consequences of their daily business operations.</p>
<p>“Knowing the details of his or her business helps an owner make informed, educated decisions at a much higher level,” she said, adding, “Being an entrepreneur frequently means being the accounting clerk as well as a CEO, CFO and CIO.”</p>
<p>Strickland said she has been receiving an increase in invitations to participate in speaking engagements and workshops as regional and statewide agencies and organizations look for assistance in helping small businesses through challenging economic times.</p>
<p>The Grants Workshop is one of several SBTDC events Strickland is involved with:  on October 7 she is participating in a one-on-one grants session hosted by Hughes, Pittman, and Gupton LLP in Raleigh.  Strickland will be presenting “QuickBooks: Creating the Company File and Structuring for Results” which is also sponsored by the SBTDC on October 20 and November 11, 2009 hosted by Dixon-Hughes PLLC also in Raleigh.</p>
<p>“Companies throughout the state and region need assistance in improving competitiveness and financial performance.  The QuickBooks Series of Webinars and Workshops are just one tool that we can provide to new and struggling businesses to understand the numbers, improve performance, and cut costs,” said Strickland.</p>

<p>(Cary, N.C.) International strategic business consulting firm F.O.C.U.S.™ Resources has launched an economic stimulus compliance program to assist clients in applying for and managing Federal funding available through the American Recovery and Reinvestment Act (ARRA).<span id="more-27"></span></p>
<p>The program, Beyond Recovery: Maximizing Stimulus Investment Minimizing the Cost of Compliance, focuses on organizations that are receiving federal funds directly or through the state pass-through programs. Webinars and workshops are scheduled to begin in August with such topics as Getting Started:  Opportunities, Proposals, and Registrations; Setup and Redesign of Accounting to Track Funds; Reporting and Monitoring Your Subrecipients and Subcontractors; and Audit Readiness – What To Expect and How to Prepare.</p>
<p>“I’ve been working with clients seeking stimulus funding and there are definitely a lot of strings attached,” Lea Strickland, president of F.O.C.U.S.™ Resources, said. According to Strickland, most of the ‘strings’ have to do with complicated Federal compliance issues and timing considerations that need to be worked into client processes and daily operations, financial and management, as well as the business strategic plans and budgets.</p>
<p>“There’s more to it than just putting together a quality application; there is a significant amount of strategic planning that needs to be done to support and manage the utilization of the funding once it is approved, including setting-up a reporting process and ensuring business continuity,” she said, adding, “The strategic planning and business impact need to be assessed and understood before investing the time and effort in preparing the proposal.”</p>
<p>By developing and implementing a strategic stimulus funding plan and incorporating it into an existing business model, businesses or nonprofits of any size can position themselves to grab market share and benefit from ARRA monies. Competitors who are unprepared to do the same, Strickland said, can be easily overwhelmed by Federal compliance issues and fail.</p>
<p>Signed into law in February of this year, the ARRA is projected to save and create three to four million jobs, 90 percent of them in the private sector, according to the website Recovery.gov. With the deadline for applications to receive some of the funds rapidly approaching, F.O.C.U.S.™ Resources will be hosting informative webinars and providing articles and tip sheets for those unable to attend the Beyond Recovery workshops.</p>
<p>Strickland said there are many misconceptions about ARRA funds. For example, she points out that even if a business is approved for funding, that does not necessarily mean they will receive money anytime soon due to the award process and pre-award financial and capability audits.</p>
<p>“Many organizations that submitted funding proposals are in the review process and waiting for the notice whether or not they will receive the funds.  Others like the states and “earmarked” programs are waiting for the money to be delivered as the Federal government continues to put in place program award process, oversights, and define the terms and conditions.  Further, many agencies have yet to determine just how the funds will be monitored beyond the Recovery.gov website reporting,” she said, adding, “In most cases the Feds can’t commit to a date when the monies will actually be made available to the grantees. Companies need to plan for such delays while continuing to work toward goals associated with the funding.”</p>
